Claims are separated into program context, lender-specific examples, hypothetical arithmetic and operational statements about the tools. Each category requires different evidence.

Compare the structure and costs first; final eligibility and terms come from the provider.

Primary sources and effective dates

Government agencies, housing finance agencies, program administrators and the actual lender’s documentation take precedence for their own products. A publication date is not always an effective date. A future program change is not applied early, and a closed assistance program is not listed as accepting applications.

Qualification and numeric boundaries

Lender thresholds are not generalized across the market. County limits, residency, property type, income definitions and program funding are checked separately. Arithmetic examples show assumptions; they do not establish the maximum amount an applicant may borrow.

No blanket certification

A source link does not certify every sentence on a page. The claim files state the evidence scope. Program funds and individual eligibility need confirmation at the time of application, even when a reference was recently consulted.
