Keep closing-cost financing rules separate from VA rules
FHA and VA streamline products are not interchangeable. HUD’s FHA streamline overview says lenders may not add closing costs to the new mortgage amount. A lender-credit structure can instead offset costs through different pricing; this must be compared with paying expenses from cash. Separately confirm the applicable treatment of mortgage-insurance premiums.
Ask whether the file is credit-qualifying or non-credit-qualifying and how the lender establishes the required benefit. Do not equate a program’s streamlined underwriting with a promise that no lender will request documents or review the borrower.
Eligibility and property review for this route
Eligibility depends on the existing loan, payment history, seasoning and the applicable program rules. The provider must determine whether a credit-qualifying or other eligible streamline route applies. Do not assume that documentation or appraisal requirements from a conventional refinance apply unchanged.

Review insurance charges, lender fees, any available treatment of prior premiums and whether a lender credit is being used. A reduced documentation burden does not eliminate closing costs. Written program-specific calculations should support any benefit claim.

Does streamline mean the new loan is free?
No. Ask for all charges, insurance treatment, cash needed and any lender-credit tradeoff. A streamlined process is not the same as a zero-cost transaction.
