Lower payment and fixed-rate stability are different objectives

A borrower moving from an adjustable loan to a fixed loan may value a stable rate even when the initial rate is not lower. Compare that objective separately from a pure payment-reduction refinance. Terms and fees vary among lenders; the IRRRL name does not create uniform pricing.

Financing eligible costs can reduce immediate cash needs but increase debt. Keep the funding-fee exemption review separate from the underwriting review, and do not assume a fee is waived just because the borrower already has a VA loan.

Eligibility and property review for this route

The existing mortgage and the borrower’s program circumstances matter. Ask the lender to confirm current seasoning, payment-history, occupancy-certification and other applicable requirements through the VA guidance. A claim that a borrower has unused benefits is not a loan approval.
